volume attach should be separated in to its own extension

Bug description:
Since volumes is moving to its own api endpoint for the moment, and
soon its own project, I think the volume attach functionality should
be moved to its own extension, so that the rest of the os-volumes
extension can be disabled (since you don't need it)
