dnsmasq doesn't receive dhcp packets

Bug description:
tempest.scenario.test_network_basic_ops.TestNetworkBasicOps.test_hotplug_nic
failed on testing connection to instance. After reading logs it seems like
instance didn't get ip address because DHCPDISCOVERY hadn't reached dnsmasq.
Test failed before any test specific actions so it seems this issue is not
related to the test case.
This is the only message in syslog about required ip address
