[LBaaS] The "VIP Address from Floating IPs" field in "Add VIP" still
contains the "Currently Not Supported" value

Bug description:
The "VIP Address from Floating IPs" field in:
"Load Balancer" horizontal tab->"Pools"->"More" of an existing
pool->"Add VIP"
Has a grayed out value of "Currently Not Supported", however, I assume
it can be supported, because:
1. It's possible to assign floating ip to the vip via the cli, it works well.
2. The VIP appears in the Instances' "Manage Floating IP Associations" dialog
and can be associated with floating ip, this one also works well.
If, though, there is a valid reason for this functionality to not be
supported, there is no point to keep this drop-down list + label in the gui, I
would remove it from the "Add VIP" dialog.
