macs_for_instance needs to be rolled back

Bug description:
Since the build_instance method calls out to a driver to get the macs
for an instance, there likely needs to a let said driver know that we
don't need said macs on failure. This could be handled in various
ways, likely a contract with the driver layer that needs to be made
concrete could also help solve this.
