I noticed this while reviewing
https://review.openstack.org/#/c/102103/ for bug 1298131, the 3
OnsetFile*LimitExceeded exceptions from
nova.compute.api.API._check_injected_file_quota are not handled in the
os-compute rebuild APIs (v2 or v3), and I'm not even seeing specific
unit testing for those exceptions in the _check_injected_file_quota
method.
