LXC volume attach does not work

Bug description:
According to the older bug 1009701
(https://bugs.launchpad.net/nova/+bug/1009701), LXC volume attach
should begin working with newer versions of libvirt (1.0.1 or 1.0.2).
Based on testing with libvirt version 1.1.x, however, I get the
following error:
libvirtError: Unable to create device /proc/4895/root/dev/sdb:
Permission denied
