Can't delete baremetal instance when the baremetal vm is deleted in
advance

Bug description:
when trying to destroy the undercloud, using 'virsh undefine
baremetal_0' to destroy the domain first, and then in seed use 'heat
stack-delete undercloud' to delete the stack, but didn't succeed, the
'nova delete undercloud' can't delete the instance either.
