instance snapshot fails if image is not available

Bug description:
Consider instance A that is going to be snapshotten. If its image_ref
is improper (e.g. database was migrated and references are broken or
glance image was deleted), its container_format will not be set and
glance reports an error.
Possible solution: guess container_format and give it to glance.
