If vm start of bootable volume does not work properly.

Bug description:
it does not operate normally then start after you stop the case vm
bootable volume.
The following error may occur.
OSError: [Errno 2] No such file or directory:
'/var/lib/nova/instances/a7cdb294-a8ce-4aa2-9c49-ac3484b73262/disk'
This problem, because using a local disk information without using
connection_info the volume.
