Wishlist: Dynamic quotas based on compute node resources

Bug description:
It would be cool to have quotas calculated automaticly, based on current
available resource of the nodes. It can be "auto" config option with
configurable multiplier for overcommitment of resources.
Most scheduler software like IBM LoadLeveler use dynamic quoting instead of
fixed values.
