Need to sync the instance on controller db with the VM on compute
node(kvm)

Opinion
Bug description:
It seems as if it works as designed or it is a limitations. (any links
for design/limitation?)
Steps to recreate the bug: (havana)
1. boot instance (before it is active, do step 2)
2. stop the /etc/init.d/libvirtd service, then the instance may be in
"scheduling or spawning"
3. the instance will always be "scheduling or spawning"
4. It seems as if there is no mechanism to update the instance state with the
VM state on KVM (in nova now).
And in fact, There is no way to get the current VM state on KVM.
controller(instance on controller DB) <------>compute
(nova-compute)<----X---->KVM (VM on kvm)
(<----X----> : The meaning is the connection is broken)
5. At this time, We just can start /etc/init.d/libvirtd service and restart
the nova-compute
