hard_reboot fails to start instance when libvirt_images_type=lvm and
using config_drive
Status in OpenStack Compute (Nova):

Bug description:
even when libvirt_images_type is set to LVM, the config_drive is still
created as a file backed image.
When an instance is powercycled, nova is unable to launch the instance
as it expects that the config_drive path is an LVM path, which it is
not.
The error message reported in nova-compute.log:
