Bug description:
In order for the quota-classes API extension to be functional in the
absence of Turnstile, nova support for tenant-to-quota-class mappings
would be required.
This could include:
- a project_quota_class_association table in the nova DB
- additional logic in the quota-classes API extension to establish
and tear-down of such mappings
- middleware support for setting the quota_class attribute on the
request context
