Bug description:
If you nova delete an instance on baremetal and the baremetal power
manager fails for some reason, you end up with a stale instance_uuid
in the bm_nodes table. This is unrecoverable via the API - db surgery
is needed.
To reproduce, configure a bad power manager, nova boot something on
bm, then nova delete, and check the DB.
