This has previously been resolved over the Juno cycle. At this point,
I'm going to mark this now as invalid since I'm not finding any debug
logs that are still translated (in the case of debug specific
messaging).

Bug description:
According to the OpenStack translation policy, available at
https://wiki.openstack.org/wiki/LoggingStandards, debug messages
should not be translated. Like mentioned in several changes in Nova by
garyk this is to help prioritize log translation.
