Rendering of dashboard is broken in Internet Explorer

Bug description:
In Internet Explorer (tested with IE9, IE10 and IE11) the rendering of
various dashboard components is broken.
- Content section is shown below the left hand navigation menu most often,
unless you have a super-wide screen
- Network Topology network names do not display inside the vertical network
bar
- The rounded edges do not render
- The buttons look funny
While I realise that some of these are due to differences in the way
that IE renders CSS we do feel that it's important to ensure that
using IE for Openstack End-Users and Administrators gives a reasonable
experience.
