nova.compute.utils.EventReporter drops exception messages on the floor

Bug description:
While reviewing the instance action logs, it was noticed that upon
error conditions, the instance_actions_events log separates the
exception message from the traceback, but there is no corresponding
column in the model to store it.
This appears to be a simple oversight and/or mistake in the
implementation of the InstanceActionEvent class.
