Bug description:
During live-migration port-update is send to neutron after plug_vifs is
executed. In a setup with neutron ml2 plugin where two nodes require different
VIF_TYPE, migrating a VM from one node to the other will result in VM having no
network connectivity.
vif bindings should be updated before plug_vifs is called.
