long response time when trying to add a new volume while deleting
another

Bug description:
I created 6 volumes
deleted all volumes
while the volumes were deleting I pressed the create new volume button.
horizon takes a long time to respond (so new dialogue takes a while to open)
- by my count about 90 seconds.
