nova-manage service list should not be allowed for a tenant

Bug description:
nova-manage service list is an administration command and a tenant should not
be able to run as a tenant.
When running as a tenant user ( role _member_) 'nova-manage service list '
shows the normal output as the one seen when running as 'admin'.
