This is not an issue with Horizon itself, but in the debian packaging
and/or installation process. Please work with the debian team on this.

horizon install apache config debian jessie default site
Status in OpenStack Dashboard (Horizon):

Bug description:
when the installation of horizon finished in debian jessie using
#apt-get install openstack-dashboard
although during the instalation it is asked to remove 000-default default
apache2 site from /etc/sites-enabled but after installation it does not work
and each time I should try :
#a2dissite 000-default
or
#rm /etc/apache2/sites-enabled/000-default.conf
my debian information:
#uname -a
Linux controller 3.16-2-amd64 #1 SMP Debian 3.16.3-2 (2014-09-20) x86_64
GNU/Linux
# cat /etc/*version
jessie/sid
