revoke driver default should be the non-deprecated driver

Bug description:
The revoke driver default in the sample config and in config.py is
still using the deprecated driver, causing deprecation warnings and
scary messages about removal to show up in log files.

keystone.openstack.common.versionutils [-] Deprecated:
keystone.contrib.revoke.backends.kvs is deprecated as of Juno in favor
of keystone.contrib.revoke.backends.sql and may be removed in Kilo.
