sample_data.sh does not work with default options in keystone.conf

Bug description:
Looks like sample_data.sh does not account for the default options
(commented out) in keystone.conf. See
https://github.com/openstack/keystone/blob/master/tools/sample_data.sh#L70
Simple fix would be to also grep for '#admin_token='.
