Proper message required for network deletion with instances using it
is done

Bug description:
Poor error message when deleting networks with instances.
Steps to Reproduce the problem
1. Add private networks to Horizon
2. Create 2 additional networks
3. Launch an instance from portal using 1 of the networks
4. Instance is launched and assigned a network
5. Select the network and try to delete it
6. Delete fails as an instance is using the network
7. However the message fails to show the details for the same and shows
"Failed to delete ..". Also the error gives the UID and not the network name
selected.
Incorrect behavior
Error message for deletion of networks that are being used by instances lacks
information
Expected behavior
Proper details should be seen in in the failure message when deletion of
networks is done which
are being used by instances. Also Network name should be displayed instead of
UID to make it user
friendly
