Integration tests - base class for all web element objects

Bug description:
pageobject and baseregion should both inherit from the same base web element
class.
The new class will contain several wrappers for drivers capabilities, that
are now located within pageobject.
It's more of a design issue, The necessity arose while discussing the
regions patch (https://review.openstack.org/#/c/102227/).
