memcache servicegroup driver does not logs connection issues

Bug description:
servicegroup_driver = mc
memcached_servers = blabla # blabla does not exists
Neither n-cpu or n-api log indicates any connection issue or give any
clue the join was unsuccessful, the n-cpu logs the same two DEBUG line
regardless to the success.
The services are reported down, with nova service-list, as expected.
