Bug description:
When creating a floating_ip_bulk which already exists,
HTTPBadRequest(400) is returned, which should be changed to
HTTPConflict(409).
$ nova floating-ip-bulk-create 192.0.20.0/28 --pool private
ERROR (BadRequest): Floating ip 192.0.20.1 already exists. (HTTP 400)
