Steps to Reproduce:
1. Deploy OS, Neutron VLAN, Ceph VMs. Ceph Images, Ceph volumes, Swift API
HA_mode(3 controllers + 1 compute)
2. SSH to one of the controllers
3. Use . openrc
4. Try to create image wtih glance by URL, like this:
glance image-create --name 'Test Cloud Fedora' --disk-format qcow2
--container-format bare --location http://172.18.78.30:8000/cloud-fedora.qcow2
--is-public True --progress
Actual Result:
Image has active status immediately, but expected status is 'Saving'
