dashboard takes a long time to load on IE8

Bug description:
I was trying to access openstack dashboard from a vm running on ovirt with
windows 7 and IE8 installed.
It took over a long time for the page to fully be loaded (screenshot
attached).
I tested firefox and chrome from the same vm and could access horizon with no
issues.
