Bug description:
This bug https://bugs.launchpad.net/glance/+bug/1193310 brings up the
issue of testing caching. Other bugs have come up that only occur when
an image is downloaded twice (to trip caching). So it's necessary to
automate our existing functional tests that download to run twice,
once with a single download and again with a 2 downloads.
