Bug description:
During testing and development I had to add and remove instances, routers,
ports often. Also I restarted all neutron services often ( I use supervisor ).
After about one week, I noticed that I ran out of free RAM. It turned out
there were tens of neutron-ns-metadata-proxy processes hanging. After I killed
them and restarted neutron, I got 4 GB RAM freed.
