horizon missing static dir for angular cookies

Bug description:
I have found issues where the angular cookies js file is not being
found, unless I include this in my settings file:
import xstatic.pkg.angular_cookies
...
STATICFILES_DIRS.append(('horizon/lib/angular',
xstatic.main.XStatic(xstatic.pkg.angular_cookies).base_dir))
