Bug description:
When listing effective role assignments, the spec [1] says the ref
should contain inheritance info inside its scope:
"OS-INHERIT:inherited_to": ["projects"]
but in fact the code [2] is implemented without having "projects"
inside a list, that is:
"OS-INHERIT:inherited_to": "projects"
