missing network.*.rate for nova meters

Bug description:
Currently meters : 'network.incoming.bytes.rate',
'network.outgoing.bytes.rate', 'network.incoming.packets.rate' and
'network.outgoing.packets.rate' are supported by ceilometer [1], but
horizon doesn't include these [2]
