v3 API docs - /v3/users/{user_id}/roles should be removed

Bug description:
According to bug #933565 the API call /v3/users/{user_id}/roles will
not be implemented. Attempting to call it at the moment (Juno release)
gives a 404 error. Therefore this API call should be removed from the
documentation.
