Public bug reported: After ML2, the Open vSwitch and Linux Bridge plug-ins became mechanisms/agents. However, the configuration files for these agents, particularly OVS with ovs_neutron_plugin.ini, generates confusion. Furthermore, distributions that package OpenStack take different routes for configuring these agents. With OVS in particular, some distributions add the agent configuration to ml2_conf.ini and others continue to use ovs_neutron_plugin.ini. These issues particularly impact documentation [1][2] such as the installation guide that provides step-by-step instructions on multiple distributions and the (upcoming) networking guide that attempts to provide several deployable distro-agnostic scenarios with step-by-step instructions.
I suggest either using ml2_conf.ini for OVS and LB agent configuration or renaming the configuration files to something more meaningful and consistent. For example, ml2_conf_ovs.ini, ml2_conf_linuxbridge.ini, ovs_agent.ini or linuxbridge_agent.ini.
