This bug is fairly old and doesn't explain how to reproduce it. Marking
as invalid. If we find out how to reproduce this error lets just open a
new bug.

quotas restrict launch but no instances running

Bug description:
Running Folsom 2012.2.3 Multi-host mode.
The quotas are set equal to one tiny host and a couple Gb for one volume. We
have a very high user base for the amount of hardware we have.
User's launch through the dashboard only.
This quota works for a few launches/terminations of a vm, then I start to get
the error:
Error: Quota exceeded for cores,instances,ram: Requested 1, but already used
1 of 1 cores (HTTP 413) (Request-ID: req-32e06807-7fba-4e2f-8536-4f68f1483176)
I did test at the cli for debug sake and I get the same error.
[root@host2 ~]# nova boot --flavor 1 --image
9e74dc60-879d-4b4c-be45-7d721e63a821 test

At the point I get this error there are no resources used in this
project, quota summary on the overview page is empty
I resolved this one time by cleaning out the reservations and
quota_usage tables in the db manually. Then it happened again.
