Pagination Settings don't work in Access & Security > Security Groups

Bug description:
Steps to reproduce:
1. Go to settings and change "Items per page" value, for example "3"
2. Confirm the change by viewing the "Instances" tab
3. Go to Admin > Identity Panel > Users and "items per page" value is NOT
applied.
4. Go to Access & Security > Security Groups and "items per page" value is
NOT applied.
Is this normal?
Should "Items per page" value be applied to all pages?
