Bug description:
Oslo is migrating from oslo.* namespace to separate oslo_* namespaces
for each library: https://blueprints.launchpad.net/oslo-
incubator/+spec/drop-namespace-packages
We need to adopt to the new paths in neutron. Specifically, for
oslo.config, oslo.middleware, oslo.i18n, oslo.serialization,
oslo.utils.
