eventlet_server options reporting as deprecated

Bug description:
Some of the options that were moved to the eventlet_server section in the
config file are reporting as deprecated.
2015-03-11 19:43:40.450 WARNING oslo_config.cfg [-] Option "admin_workers"
from group "eventlet_server" is deprecated. Use option "admin_workers" from
group "eventlet_server".
2015-03-11 19:43:40.450 WARNING oslo_config.cfg [-] Option "public_workers"
from group "eventlet_server" is deprecated. Use option "public_workers" from
group "eventlet_server".
The options in the DEFAULT section were deprecated.
