Bug description:
The bug is for tracking follow-up work related to the discussion in
https://review.openstack.org/#/c/136056/
Some work:
Revisit how the page title is injected in the HTML template.
Figure out how the page header template can be more DRY, maybe move it from
the template into the views class?
