horizon snapshot create error message is unhelpful

Bug description:
We have a user who is close to their quota, and trying to create a
snapshot that says
"Error Unable to create snapshot"
That confuses users. The real error is in the nova log.
OverLimit: VolumeSizeExceedsAvailableQuota: Requested volume or
snapshot exceeds allowed Gigabytes quota. Requested 500G, quota is
1500G and 1100G has been consumed. (HTTP 413) (Request-ID: req-XYZ)
