Allow adding to INSTALLED_APPS from local_settings.py

Bug description:
Due to the way local_settings.py are imported, it's not possible to
extend INSTALLED_APPS in it -- we can only override it completely,
which would break Horizon.
I want to add an ADD_INSTALLED_APPS setting option, similar to that
for panels and dashboards, that would be prepended to the
INSTALLED_APPS list.
