Bug description:
Browsers get 404 after creating a new volume_type's extra_spec since
the view of the operation returns an absolute url. This error only
occurs when you set a horizon's root path except "/" like "/horizon".
How to reproduce it.
1. deploying horizon except "/" like "/horizon"
2. login as admin user
3. creating a new volume_type's extra_spec
In this case, after succeeding to create a new extra_specs, Horizon
should return a relative url using reverse method.
