Opinion
Bug description:
When we take a snapshot, upload it, then delete the snapshot, we
should really wait to make sure the VHD chain gets restored to its
original state.
If the VHD chain did not collapse:
* snapshots contain more and more VHDs over time
* longer chains mean longer possible max size of the chain
