This bug his not in tempest, it's an internal error in nova. Tempest
interacts with nova exclusively through the REST API and is only
exposing this issue in nova.

I have noticed that many commit failed "check-tempest-dsvm-cells", for
example:

it seems that our tempest data "hypervisors" is a dict, but our code
deal with "hypervisor" as an object.
