Resize confirm should raise NotFound instead of BadRequest when
confirming an invalid migration

Opinion
Bug description:
I believe that when the user tries to confirm an invalid migration NotFound
(cause the migration is not found) should be raised instead of badRequest
Happens in:
https://github.com/openstack/nova/blob/master/nova/api/openstack/compute/servers.py#L1002
If this bug is confirmed it should be merged only in API-V3
