Bug description:
Single host dhcp VM's are not able to connect via dhcp. This causes
devstack to fail, as the VM is unable to process a dhcp response from
dnsmasq. This is a known problem as the dhcp response does not
contain a checksum which causes the VM included in devstack to fail.
There is a workaround in nova but is applied only to multi-host
setups. A patch to fix this problem has been submitted at
Change I53e7e285: remove multi_host check for dhcp checksum
