flat_interface options still take effect even if we are using neutron

Bug description:
currently flat_interface option still take effect even if we are using
neutron.
for example, I set flat_interface to 'eth0' and interface_mapping in neutron
is 'physnet1:eth1', then I created a virtual network on physnet1 and the
bridge name is brqxxx. when I start a VM on that host, nova will bridge eth0
into brqxxx. I think that is not what we expected. so a fire a bug for this.
