Bug description:
the event_type for role_notification events is currently set as:
identity.created.role_assignment (or on a delete operation,
identity.deleted.role_assignment)
To keep in sync with other openstack projects, it should be:
identity.role_assignment.created (or on a delete operation,
identity.role_assignment.deleted)
